Can I right now close off anyone else from submitting except me?
All submitted stories will be stored in the queue for further processing. They will not show up on the page until an admin is adding them over the admin section.
As an admin you can add stories directly over the admin section, so there is no need for you to use the public submission form. The public submission form can be disabled.

Can this be set to a selected usergroup allowed to submit?
No, only to registered users. However, it shouldn't be difficult to limit the submission form to a certain user group. I will look into it later.

I could add a secondary usergroup Editors in XF and just use that.

This is the default way how news submissions work.
You can configure all submissions related settings under Settings => News Settings => Submissions tab

I need to setup permissions so that any registered member can submit a new article, but it must be approved by a staff member before it is available.
I saw the entries for Groups 1 - 4 but am unsure how to achieve these permissions.
