I had an older version of CT installed on my local apache installation. I had almost forgotten this feature existed (I can't seem to find in CT 2.1.14). Is it still there?

Phew. I was starting to wonder what had happened to you. Have you looked at my posts in "Troubleshooting and Problems" section?

Yes, it is under News Settings => Submissions or you just search for "upcoming" in the preferences:
