Problem with creating admin accounts

I'm having trouble creating admin accounts. I created one but when I log in with it there are no admin options. I solved this problem before by editing the database manually but I would rather not do that this time.

Problem with creating admin accounts

You need to set the permissions for each admin account under Other / Permissions. This setting is only available for the first (main) admin account.
