why does it still say that i have 1 new PM when I don't?

You could run this query in phpMyAdmin to find unread messages:
SELECT * FROM ibf_message_topics WHERE mt_read = '0'

I have no unread messages yet it still says that I have 1 new message

Can you check your PM inbox for unread messages? It seems that IPB is counting unread message differently. While IPB is showing only the unread messages of your last visit, the bbwrapper script is counting all unread messages that are in your inbox.
