I don't know if it's a bug, but some specific PAD files that load normally in the browser when added to CT take a long time to process and finally fail regardless of how many times I tried them with "page cannot be displayed".
 http://www.gsa-online.de/files/autostart_cleaner.xml
and all the padfiles from this domain which are listed in the padring section of the PAD file.

This PAD file loads fine here. I assume the server gsa-online.de is not reachable from your server for some reason.
