I assume you imported the PAD files over the PAD repository? In this case Contentteller will not verify the PAD file immediately after this would overload the server. Instead the file will be verified during the file processing.
No, I mean when I submit a PAD myself or someone else does. The first and third are submitted using my IDs.

it's empty and yet it was accepted and went to the queue. You should have some kind of validation routine for such cases of missing fields or malformed pads.

Also, "You need to enter a valid pad file location doesn't tell me much". In that case the domain was pending deletion. Maybe add a HTTP error code?
