No, this is only necessary for admin users.

It seems to have worked. If I acquire users from Storyteller will I have to do the above steps for each of them? There are around 500 and it would be very time consuming.

Everything else work? Add the following entry with phpMyAdmin to table esselbach_ct_permissions:

permission_admin: <your login name>
permission_module: users
permission_setting: 1

Now you should be able to set the admin permissions with the users module.

Table esselbach_ct_permissions has 0 rows. It is a fresh install, yes.

Look like the admin user have no permissions to access the modules. This usual happens if you add an additional admin user.

Is this a fresh install?
