I assume this default.tmpl.php is from an older version? The import/update script will only import templates that have a newer date then the installed templates.
The easiest workaround to import a full set is renaming the template set itself. Open default.tmpl.php in an editor and change:
to something else.

After upgrade I tried to import saved .tmpl.xml and it doesn't work. Templates are screwed up after upgrade.
