Phillip I think having the individual settings per module is great.
Fine tuning is always wonderful.

But some preferences would be so much easier to manage on a global basis. For instance I do not welcome going through all the Modules separately to toggle the WYSWYG editor plus other settings which would be the same.
So I suggest making an overall Modules Preferences form where most of these duplicate settings appear.
Once that has been set we can adjust an individual setting at a lower level per module.
But if the setting is changed on the global page it changes all the settings on all modules to match.
