Unfortunately, I can't reproduce it on my dev installation.
Can you open a support ticket (using the email address listed in the members area) with your ftp login, cadmin login, and phpMyAdmin login. I need to take a closer look.

Which PAD URL do you have set for that file?
One example: this file http://www.file-portal.net/files/results/serlog.html was posted by me on September 19th, and on my website it is at version 6.0 while on another website it has reached version 7.0, since 2012-08-03, and it is the same for other apps which are not spamming sites by sending a new version whenever you poll the PAD file. You could use the routine of the PADKit, which was provided by the ASP (the creator of the PAD format), even though it it no longer available on their website, (I still have the installer.)
