Yes, they need access to the users module but I will look into it for the 2.1 series.

Yes, I know they are independent of the vbulletin users. My problem/question is what if xyz admin wants to change his or her password. do I have to give them user account permissions?
I'm just worried that someone might come in and start changing passwords and I will get locked out, or someone else will. But I don't want to be there changing passwords every thirty days either.

In the Contentteller admin section under Manage Users. All admin accounts are independent by the vBulletin installation.
How does an admin change their password if we are using the vbulletin wrapper? I can only see a way to do it via me just resetting them manually.
